The worst hotel of Bucarest

They couldn't offer me the room I booked previously because the bed was broken so I and my family (3 persons) had to accept the small room they have, as we can not cancel the booking. We booked and paid 63€ for 2 large bed but they only gave us two single beds and one sofa. It supossed that one person had no bed to sleep and had to sleep in a small sofa, I have no choice so we accept ir even it was uncomfortable, but when one of us decided to clean her face, she was shocked by the red-orange water from the sink and also from the bath. We claim to the reception and they said it's normal! It's so shame...
After that we accept to not clean, bath or do anything with the water as they can not provide clean water to their guests. Fee minuts later, the reception girl told us one thing is that they can not accept visa payment, I had to pay by cash o sleep in the street. I told her that before booking the room no one told us that we can not use visa card, and at check in moment she also didn't told us. So she says i can go to ATM to get some cash, but my they will charge me so much comision, so finally they cancel the booking free and we have to leave and look for another hotel at 2 a.m. Finally we sleep the night in Hotel Triomf, which it only cost 30€ per bedroom as we pay for two rooms, and this hotel even it was very old but it was clean and at least we can use water, and that hotel really reminds me the movie of the big hotel of budapest.

Wood doors from the XIX-th century would be a luxury comparing to those you find here, if you want to get some sexual transmitted diseases you can touch the wall close to the bed where you can see sperm traces, the fridge is yellow on the top because of dirt (we didn't dare opening it), cold room with comunist radiators that don't heat, in the bathroom if you want to shower you must be used with ice cold water, here you can find: door handle that fall, rust, cracked cabin, and the same dirt as in the whole room even worse. A NIGHTMARE EXPERIENCE!

Many issues

Visited with family and had multiple rooms. The hotel is in great location but has many issues, including:
- very old furniture and fixtures
- no non-smoking rooms, strong odor of smoke in all rooms we've been in
- water pressure fluctuates constantly (goes up and down every 10 seconds or so) and at one point the water stopped all together. Raised the issue to front desk and was told to wait. The water returned after 15-20 minutes but obviously far from ideal
- some air conditioning units don't have remote controls, the only way to control those units was to unplug the unit
- no engineering staff on call from what we could tell
- pool and gym not on premise even though it appears to be from advertising

Good location to the center, spacious and clean room, friendly staff, nice indoor pool and fitness room. Also with a good restaurant with Romanian dishes. The staff told us interesting details about Bucuresti and Romania. We can advise this hotel. We will come back.

A good hotel for the budget traveler

The reviews of Casa Victor so far are generally negative, but I found the staff friendly if reserved. Approach and they will respond promptly. The room was clean, breakfast adequate, although service is spotty; small restaurant in same breakfast area for dinner was very good --real Romanian specialties--and great for a budget traveler. The hotel is not five stars, but the price matches the furnishings, adequate, lots of hot water, and in excellent safe quiet location close to subway station, walking distance to one of city's best parks and right by embassy row. Staff speak English, offer travel tips, (ask for Stephania), and the owner Mihai is a mine of Romanian history and politics. For Bucharest, fairly recently emerging from the Soviet-style shadows of repression, Casa Victor offers an affordable clean safe berth.
